 China's 14th Five-Year Plan and the Outline of 2035 Vision Goals as guidance, combined with the Paris Climate Agreement, the UN Global Compact and the Sustainable Development Goals, will set an example, increase revenue and reduce expenditure, and challenge a higher peak.
